Licensure, Leadership, and Leverage: A Policy-to-Practice Workshop

Bridging advocacy and operational strategy—what leaders can do to influence change on the ground. This interactive workshop will allow participants to gain a deeper  understanding of the Workforce Solutions Partnerships, a collaboration between HMA, CBHL (College of Behavioral Health Leadership) and the National Council, and apply practical  solutions for the various levers of change. The 90 minutes session will include a 20 minute introduction of the Call to Action framework, participation into two 25 minute sessions for  difference levers of change focused on solutions, and 20 minute wrap-up with actionable steps for their local community needs.

The Rapid Access Center (RAC) is an innovative pilot program in which law enforcement, local hospitals and the Indiana Division of Mental Health & Addictions work together to provide an alternative for adults in a mental health crisis, who are often homeless and suffering from co-occurring medical conditions. The program includes a 23-hour crisis stabilization unit and a short-term sub-acute unit. This presentation discusses the application of RAC programs to provide services that are client-centered and self-sustaining, reducing unnecessary emergency room usage and inappropriate incarceration.

Why Working B4Stage4 Is How We’ll Change Minds and Find Him Again


Presenter:   Paul Gionfriddo, CEO, Mental Health America


Tim Gionfriddo is one of the 6% - those with serious and persistent mental illnesses.  They are frequently lost to our system of care and when they are not, they are often trapped in a stagnant cycle of recidivism that too frequently leads to tragic outcomes and early death. Tim’s symptoms, like those of most people with serious mental illnesses, emerged during childhood and led him down a pathway to hospitalization, incarceration, and homelessness.  Paul Gionfriddo will discuss how this sequence of events unfolded for his son and how it unfolds for so many like him.  He will describe the public policies that got us where we are today and how they need to be changed.  Finally, he will discuss how Mental Health America’s B4Stage4 initiatives can be used by providers and advocates together to employ earlier and more effective interventions, to promote recovery as we do with every other chronic disease, and to change the trajectories of lives like Tim’s for the better.

Practical Implications of the New FLSA Overtime Regulations

Reducing the risk of litigation and providing the highest quality care for potentially violent patients involves specific steps which are often the subject of lawsuits. These include responding to danger signs, completing a scientifically-validated risk assessment, accessing sufficient, reasonably-available information and selecting the most appropriate intervention. Sometimes a misunderstanding of HIPAA regulations acts as a barrier to accessing adequate information. The speaker will discuss each of these areas as informed by the lessons learned in over 30 years of behavioral healthcare professional liability litigation.

Effective Treatments to Improve Patient Outcomes and Decrease ER Usage

Presenter: Lifeworks Director of Integrated Behavioral Health Lexy Vanorio Kilewer, LCSW and Virginia Garcia Memorial Health Center CEO Gil Muñoz, MPA

Through a grant with Providence Health Systems, LifeWorks Northwest and Virginia Garcia Memorial Health Center have created a collaborative and integrated team that identifies patients who frequent ERs and provides those patients with access to a healthcare team that can help address social challenges in addition to medical problems.  In the first years of the program, LifeWorks and Virginia Garcia have found success in reducing ER usage and inpatient hospital visits.
